"Clean energy stocks", like many other tech stocks, require knowledge of finding opportunities and deep understanding of the green energy matter. I wouldn't go to "stock specialist" or government representative. If these people knew in what to invest, they won't be working as consultants. I think you need to follow real investors who earn a lot of money, and search for new scientific and technological advances in the news.
